On the 18th of March, the Ukrainian side disrupted the withdrawal of forces again near Stanitsa Luganskaya, Andrey Marochko said. The People’s Militia of the LPR launched a white signal flare, which meant their readiness to withdraw forces. The patrol of the OSCE Special Monitoring Mission, which was on the side of the LPR, confirmed this information. The United Nations Human Rights Monitoring Mission in Ukraine reported that from November 2017 to February 2018 12 people died in Donbass, 61 wounded. During the fighting over six hundred houses were damaged in the Starobeshevsky district in the southeast of the DPR, the head of the district administration Nikolay Mikhailov said.
