1 Russia On the morning of 26th of September a tragedy took place in the city of Izhevsk, at the school Number 88. A man born in 1988, who graduated in the same school, opened fire. At the moment it is known that 15 people died, of which 11 were children. 24 people were injured, including 22 children. According to the head of the Udmurtia region, Alexander Brechalov, they have severe and moderate wounds. The school shooter committed a suicide. The head of the Russian parliament’s committee on the informational policy, Alexander Hinshtein, stated that the criminal was armed with 2 traumatic pistols, converted to use live ammo — the RIA NEWS reported. The investigation was transferred to the central office of the investigative committee.

2 Russia A shooting took place inside an enlistment office in the town of Ust-Ilimsk, in the Irkutsk region. The local military commissar was wounded — his current condition is extremely serious. The shooter is a local resident, 25-year-old man Ruslan Zinin. “An emergency happened in the region. In the town of Ust-Ilimsk, a young man opened fire inside an enlistment office. The local military commissar, Alexander Vladimirovich Eliseev, is in an intensive care, in an extremely serious condition. The doctors are fighting for his life. The shooter was arrested right away — he will be punished for sure!’’ — the governor of the Irkutsk region, Igor Kobzev, reported on Telegram.

3 Kazakhstan The authorities of Kazakhstan commented on the holding of referendums in the DPR, the LPR, in the Kherson region, and in the liberated territories of the Zaporozhye region. The official representative of the Ministry of Foreign Affairs of Kazakhstan, Aibek Smadiyarov, told to the TASS that they proceed from the principles of the territorial integrity of states, and their sovereign equality. «Regarding the referendums in the self-proclaimed states of the DPR, the LPR, and the military administrations of the Zaporozhye and Kherson regions on joining Russia — Kazakhstan proceeds from the principles of the territorial integrity of states, their sovereign equality, and peaceful coexistence» — he said. He added that Kazakhstan confirms its readiness to provide all the possible aid to the establishment of a political dialogue. Over the last 3 days, the turn-out in the referendum in the DPR and the LPR was over 76%, and more than 48% in the Kherson and Zaporozhye regions — the Deputy Chairman of the Commission on Security and Interaction with the PMC, a member of the Civic Chamber of Russia, Alexander Holodov, stated to the RIA NEWS.

4 Russia The website “Obyasnyaem dot rf” stated that the mobilized Russian citizens can take their own personal hygiene items and equipment. It is recommended to take only the essentials. The text explains the following: «What can the mobilized take with them? They can take: personal hygiene items; thermal underwear; batteries; a flashlight; a hiking seat; a sports hat; tactical gloves; a chemical heating pad; a multi-tool. A mobilized man may take such items with him, however, the Ministry of Defense recommends to take only the essentials» — end of quote. The website added that mobilized men receive their uniforms immediately after arriving at the military units.

5 Russia The Russian Prime Minister Mikhail Mishustin held an operational meeting with the deputies. He stated that the Russian government is preparing additional measures to support citizens, called for the partial mobilization. «We are preparing other measures to support our guys» — he stated and reminded about the earlier decision to keep the jobs for mobilized citizens — the RIA NEWS reported.

6 Ukraine The Ukrainian forces are using French and German-made anti-tank landmines to the west from Donetsk and in the Kherson region. The pro-Russian forces searched the Ukrainian positions, located near the village of Opytnoe, northwest of Donetsk. They found a French-made anti-tank HEAT mine ’HPD mod.F2’, with a magnetic target sensor. Such landmines are prohibited by the Geneva Convention. Previously these French mines were found in the Artemovsk frontline. In the Nikolaev frontline the pro-Russian forces found German-made anti-tank mines ’DM1399’, designed for a remote mining of an area. These landmines were used in the German forces until the signing of the ’Ottawa Treaty’, which banned their use.
