Terrorist attack on an overpass in Lugansk

The Ukrainian special services are connected with the sabotage of the overpass at the intersection of ‘Lutuginskaya’ and ‘2nd Stroitelnaya’ streets in Lugansk» — said Olga Kobtseva, the representative of the LPR in the working group on the humanitarian issues. “This overpass has serious social significance. The route of the humanitarian convoy was well established. This overpass connects one part of Lugansk with another. We have warehouses to which the humanitarian aid is being unloaded and then distributed to the social facilities” — Olga Kobtseva explained. According to her, the pillars of the overpass were damaged specifically so that the structure itself would collapse during the movement of the cargo trucks.

The head of the administration of the village Alexandrovskaya spoke about the situation in the village that is located on the contact line near the city of Donetsk. He noted that the Ukrainian troops intentionally use incendiary shells to fire upon the residential buildings and the deadwood nearby in order to burn the civilian buildings.

“A DPR militiaman Roman Dzhumaev was murdered in his residence in the city of Mariupol. He was on the list for the exchange of the held persons” — the Commissioner for the Human Rights in the Republic, Daria Morozova, announced. The information about the murder of Roman Dzhumaev appeared in the mass media on 16th of September. It was reported that he was shot point blank in his own apartment in the city of Mariupol. He died before the ambulance could arrive. Daria Morozova also noted a recent increase of the number of cases of the “violence based on the political differences” in Ukraine.

The Ukrainian forces disrupted the work of the UAVs of the OSCE Special Monitoring Mission near the village of Kapitanovo. Their goal was to hide the equipment, deployed in violation of the Minsk agreements — an officer of the press service of the LPR People’s Militia Department, Ivan Filiponenko, announced. “The Ukrainian EW units, located in the zone of responsibility of the 14th brigade of the Ukrainian army, suppressed the control channels of the UAVs of the OSCE mission, near the village of Kapitanovo” — Ivan Filiponenko reported.

Starting from 21st of July, 2019, more than 500 ceasefire violations, done by the Ukrainian forces, have been recorded. During those violations, more than 2,000 shells were fired from prohibited weaponry. As a result of the shelling and the criminal actions of the Ukrainian troops — 2 civilians were killed. 3 employees of the Ministry of Emergency Situations of the DPR and 8 civilians were injured. More than 100 civilian infrastructure buildings were damaged and destroyed. These facts once again indicate that the Ukrainian authorities intend to resolve the problem of Donbass only by force. It also proves the indifference of Kiev to the fate of, quote, «their own citizens». As well as their indifference to the preservation of the civilian infrastructure and the life support facilities.

The withdrawal site #1 «Village of Luganskaya» was selected on 21st of September, 2016, in accordance with the Framework Decision of the Tripartite Contact Group on the withdrawal of the military forces and assets. It is located 10 kilometers north-east of the city of Lugansk. The temporary checkpoint »Village of Luganskaya» exists within the boundaries of this site, on the side of the LPR. Every day, up to 13,000 people cross the contact line via this checkpoint, heading in both directions. On 29th of June, 2019, the People’s Militia of the LPR, simultaneously with the Ukrainian army, completed the withdrawal of the military forces and assets at the »Stanitsa Luganskaya» site. The act was confirmed by the special monitoring mission of the OSCE. The military forces of the People’s Militia of the LPR were relocated from their original positions to the new positions outside this site. The observation officers from the LPR Representative group in the Coordination Center provide the control and the security of the withdrawal area, and on the checkpoint itself, around the clock.
