The Libyan National Army announced a takeover of the country

1 Syria

The Russian Center for the Reconciliation of the warring parties reported that the Russian and Turkish military conducted the 6th joint patrol of the M4 highway in Idlib province. It was reported that 2 Russian BTR-82A IFVs, and 1 armored car ‘Tiger’ were involved in the joint patrol. The movement of the joint Russian-Turkish convoy was covered from above by a Russian Air Force UAV. The organization of the interaction between the parties was carried out via the Joint Coordination Center.

2 Libya

The Libyan National Army, headed by the Field Marshal Khalifa Haftar, announced a takeover of the country. This was stated in a video message towards the nation by the field marshal himself — the ‘Sky News Arabia’ TV reports. Khalifa Haftar stated that the Libyan National Army will make conditions for the formation of permanent civilian institutions of the state, in accordance with the will of the people. The US Embassy in Libya made an official statement regarding the announcement made by the Field Marshal Khalifa Haftar. The US embassy published their statement on Facebook.

3 Libya

The Presidential Council of the Libyan Government of the National Accord, led by Faiz Sarraj, considers the statement of the Commander-in-Chief of the Libyan National Army, Field Marshal Khalifa Haftar, to be «an attempt of a new coup in the country» — the ‘Al-Wasat’ news website quoted the statement made by the Presidential Council of the Government of National Accord. The Tripoli government stated that the commander-in-chief of the Libyan National Army «is trying to hide the defeats of his army, and his own authoritarian plans». Tripoli authorities called on the deputies of the House of Representatives to «join their colleagues in the Libyan capital to begin a constructive dialogue, and to continue the country’s movement to the path of democracy for the sake of a comprehensive solution to the internal Libyan problems via the elections».

4 Venezuela

The US Secretary of State Michael Pompeo discussed in a telephone conversation with the Venezuelan opposition leader Juan Guaido «the framework for a democratic transition, proposed by the US Secretary of State on 31st of March». Juan Guaido expressed his «gratitude for the plan, which provides a way to resolve the crisis, and the lifting of the sanctions» — this was stated by the head of the press service of the US State Department — Morgan Ortagus. Michael Pompeo and Juan Guaido also discussed the blocking by the current Venezuelan president, Nicolas Maduro, the access of the general population to the “international food and medical aid” — the statement concluded. The US State Department did not give any examples of blocking of the aforementioned humanitarian aid.

5 Ukraine

The Ukrainian Foreign Minister Dmitry Kuleba stated that the meeting of the Ministers of the Foreign Affairs of the Norman Four countries — Germany, Russia, Ukraine and France — will be held on Thursday, 30th of April, via a video conference. Dmitry Kuleba believes that the communication between the ministers is necessary since the current decisions, made during the Paris summit, are «not effective.» It was underlined that the main purpose of the communication between the foreign ministers is the need to assess the previously reached agreements. Dmitry Kuleba stated that Ukraine noted only one positive result from the previous meeting — the exchanges of the PoWs. The Ukrainian Foreign Minister underlined that Kiev is interested both in such regular meetings of the Foreign Ministers from the ‘Norman Four’ countries, and also in the “renewing of the holistic mechanism of the Norman format in all its components.”
