The presidential office added that the document was presented by the head of the office, Andrey Yermak, and the former NATO Secretary General, Anders Fog Rasmussen. Contrary to the earlier proposals, the Ukrainian document doesn’t consider a neutral status for Ukraine, or a participation of Russia as a guarantor of the Ukrainian security. It is proposed to conclude a binding Kiev agreement on the security matter between Ukraine and the guarantor countries. An alternative would be a set of two-sided agreements. The treaty will unite the USA, the UK, Australia, Germany, Italy, Canada, Poland, Turkey, France, countries of north, center, and south of Europe, and also the Baltics. Russia wasn’t listed among the possible participants.
