The Federal Council ratified the agreements on the admission of four new regions to Russia
1 Turkey — Iraq The Turkish forces carried out an attack on north of Iraq — the ’Shafaq’ news agency reported on 4th of October. The outer areas of the city of Dohuk, in the Iraqi Kurdistan, were under attack. It was reported that the activities were carried out within the framework of the military operation «Clenched Fist», which has been going on for the past few months by now. One of the bases of the Kurdistan Workers’ Party was attacked. The explosions killed at least 2 members of the PKK. Dozens of people were injured.
2 Russia — Ukraine Russia will wait for a change in the position of the current, or the next president of Ukraine, regarding the negotiations with Moscow. The participation of Kiev is necessary for the negotiation process and reaching of an agreement — the press secretary of the President of Russia, Dmitry Peskov, stated. He added that even before the start of the special military operation — Russia was committed to a diplomatic settlement of the situation in Ukraine. Earlier, Vladimir Zelenskyy enforced the decision of the National Security and Defense Council on the impossibility of holding negotiations with Vladimir Putin. The corresponding decree was published on the website of Zelensky’s office, on 4th of October.
3 Russia — Mali Vladimir Putin held telephone conversations with the President of Mali. The head of the African state, Assimi Goita, called Moscow first. During the conversation, the presidents spoke about the importance of implementing the Russian initiative to donate about 300,000 of tons of fertilizers to the countries in need. Due to the illegitimate Western sanctions, those fertilizers were blocked in the European sea ports. The parties also confirmed their intention to enhance the cooperation in the security matters. Vladimir Putin invited Assimi Goita to take part in the summit ’Russia-Africa’, which will be held in the summer of 2023, in St. Petersburg.
4 Russia The process of consideration of the federal constitutional laws on the admission of the DPR, the LPR, Kherson and Zaporozhye regions into Russia, as well as the documents on the ratification of relevant international treaties, was completed. The Russian Federal Council and Parliament have unanimously approved them on 3rd and 4th of October. The adopted laws will be passed to Vladimir Putin for a signature. The procedure for the admission of new subjects to Russia will end with the introduction of amendments to the Constitution, based on the decree of the president. According to the laws — the residents of the new regions are recognized as Russian citizens from 30th of September. They were given a month to apply for a possible renunciation of the Russian citizenship. It was clarified that the acquisition of the citizenship is possible after the submission of an application, and taking the oath of a citizen of Russia.
5 Republic of Donbass The Russian forces eliminated a couple of Ukrainian saboteurs in the town of Aleshki, in the Kherson region. During the inspection of a separate building, 2 saboteurs were spotted. They were killed during a firefight. 2 IEDs, stuffed with bolts and nuts, were found in the area.
6 Russia — Europe «The Office of the UN High Commissioner for the Human Rights didn’t have the courage to honestly and objectively talk about the crimes of the Kiev regime» — the Russian Foreign Ministry spokeswoman, Maria Zakharova, stated after the publication of the 34th UN HCHR report on the human rights situation in Ukraine. According to her, the presented document is one-sided and unbalanced due to the Western approach to the conflict in Ukraine. Earlier, the Russian Deputy Foreign Minister, Sergei Vershinin, called on the UN to take a more balanced approach to Ukraine. The Russian Foreign Minister, Sergei Lavrov, stated during a meeting of the UN Security Council that the Western countries are becoming a party to the conflict in Ukraine, and they stuff Ukraine with weapons.
